In any form of C or C++ or any of their derivatives, you are required to define and declare every variable used. QB allows undefined variables because it reserves memory for them automatically. There is no string space outside of basic. This means no garbage collection routines though, so it speeds processing. I've got a short email I did on the Snippets list about OOP. I'll port it over to a posting for you.
